Winnebago County tax bills and the October tax sale
The typical Winnebago County homeowner pays about $3,930 a year in real estate taxes, according to Census survey data, well below the statewide median of $5,298. That sounds gentle until you compare it with home values. Rockford's 2025 rate is the highest of the county's towns and works out to roughly 2.9 percent of a home's value a year before exemptions. South Beloit's is the lowest, and every town's rate fell from 2024. The 2025 bills went out in early May 2026, with installments due June 12 and Sept. 11, and late payments are charged 1.5 percent a month.
Unpaid taxes go to the Treasurer's annual tax sale at the end of October, and owners with unpaid current taxes get certified letters in September first. At the sale, a tax buyer pays your taxes and takes a lien, not the house. The Treasurer's page says a homeowner then has 3 years to redeem, and after the sale you redeem through the County Clerk's office, not an online payment. Seniors 65 and older with household income of $75,000 or less can defer up to $7,500 a year in taxes, but that amount plus interest comes due when the property sells.
Foreclosure at the Rockford courthouse and the 17th Circuit's free mediation
Every Illinois mortgage foreclosure goes through court. Winnebago County cases are heard in the 17th Judicial Circuit, which also covers Boone County, at the Winnebago County Courthouse, 400 W. State St. in Rockford. The circuit's Residential Foreclosure Mediation Program is voluntary and free for homeowners who send in their application on time, through ilforeclosureprogram.org. The program office is on the courthouse's lower level, Suite 60 (815-319-4995). If your case leaves mediation, the case stays paused for 21 days so you can file an appearance and an answer. Whether or not you apply for mediation, it helps to know the statute's dates before your first appearance at 400 W. State St. A Winnebago homeowner can reinstate within 90 days of being served by paying the arrears and costs. Paying off the loan in full, called redemption, stays available until 7 months after service or 3 months after judgment, whichever is later, and closes once the sale happens. A Rockford judge then has to confirm that sale at a hearing, and the buyer can move in 30 days after the confirmation order. Rockford is the county seat. The housing is old and new building is slow. The median home was built in 1971, about 15.5 percent of units date to 1939 or earlier, and only about 2.6 percent went up in 2010 or later. Owners live in about 65.9 percent of occupied homes countywide.
Values change a lot from place to place. Rockford's median owner-reported home value is $129,000. If your house sits near Keith Creek or another waterway, check the county floodplain map, since flooding is a disclosure question. North along the state line and on the east edge, values run much higher: Rockton at $235,400, Cherry Valley at $232,800 and Roscoe at $227,800. Machesney Park sits at $173,700 and Loves Park at $160,400. South Beloit, on the Wisconsin line, is at $173,000. Out west, Pecatonica is at $143,900 and Durand at $135,500.
The costs of selling at the $220,000 county median
Redfin puts Winnebago County's median sale price at $220,000 in May 2026, up 14.6 percent from $192,000 a year earlier, on 285 sales with a median of 13 days on market. Homes sold for about 101.0 percent of list price that month. Here's a rough look at what comes out of that price on a traditional listing:
