Blue Island trades the city stamp for a Certificate for Closing
Blue Island's own Intent to Sell packet says the city does not issue transfer stamps. It issues a Certificate for Closing instead, and the deed can't close or record without it.
To earn it, you pay any city fines or liens in full before your application is even processed, register the house if it sits empty, and pay the inspection fee before anything gets scheduled. You also request a final water reading at least one week before closing, and the certificate won't issue until that final bill is paid. The state and Cook County stamps still apply, and the Cook County Clerk lists the seller as the party liable for both.
Split-up houses face the Intent to Sell inspection
A city ordinance requires an interior and exterior inspection when ownership changes, and it has to happen before the sale. The fee is $100 for a single-family home, condo or townhouse, and $150 plus $25 per unit for a multi-unit building.
The city says many houses here were built as single-family homes and converted to apartments years ago. The owner questionnaire checks each apartment against minimum floor areas (500 square feet with no bedroom, 650 for one bedroom, 850 for two, 1,050 for three), two exit doors, and 7-foot ceilings. If a converted house falls short, the owner has to fix the violations or convert it back to a single-family home. There is a way through: the buyer can sign the city's Agreement to Correct Building Code Violations before closing and then has 30 days after closing to fix them.
Early-1960s houses, a historic district and old water lines
The median home in Blue Island was built in 1961, per the Census Bureau's 2020 to 2024 survey. If your house is a landmark or sits in the Olde Western Avenue Historic District, you need a Certificate of Appropriateness before you can get a permit for exterior work.
The city's service line inventory counts 475 lead lines, 82 galvanized lines that need replacing and 4,761 of unknown material, out of 5,433. Look up your own address on the city's map before a buyer does, since most lines here are still listed as unknown.
Four townships and a 12.96 percent tax rate
Blue Island spreads over four townships: Calumet, Worth, Bremen and Thornton. The Cook County Clerk put the city's average composite tax rate at about 12.96 percent for tax year 2024. The Treasurer found total taxes billed in Blue Island fell 4.8 percent, to $46.3 million, the biggest drop of any suburb that year. The second installment of tax year 2025 bills is due October 1, 2026.
An empty house costs $400 to register, renewed every April 1 and October 1, with $500,000 in liability insurance for one to three units and fines from $100 a day per violation. Foreclosures get registered online through the city's Hera Property Registry. If you're in foreclosure, the free county mediation program starts at (855) 452-2637. You can redeem until the later of seven months from service or three months from the judgment, and that right ends before the sale. The Cook County page covers the court steps countywide.
Both routes on a $245,000 sale
Redfin put the Blue Island median sale price at $245,000 in May 2026, up about 14 percent from a year earlier, with a median 53 days on market. That's only 11 sales, so treat it as rough. Commission at about 4.9 percent (Clever's Illinois average, updated September 2026) runs about $12,000. Other closing costs run about 1.2 percent, near $2,900. The state stamp is $245 and the county stamp about $123, both on you. Add $100 for the inspection. Run the Clerk's sample-bill formula on $245,000 with the $10,000 homeowner exemption and taxes come out near $8,300 a year, around $1,200 across those 53 days. That's roughly $16,600 before repairs or your payoff.
A cash sale doesn't skip the inspection, the water bill or the city liens. Those follow the house either way. What can change is the commission and who handles the violations. If the property is a fit, a cash buyer may make an offer, and you pick the closing date. Listing is a fine choice too, especially for a house that passes inspection clean. Run both numbers first.
