South Holland's certificate of payment comes before the deed
In South Holland, no house can be sold, quitclaimed or traded until the village clerk confirms that the property's water charges, grass cutting charges, ambulance charges, property maintenance charges and unpaid judgments are paid in full. The village code makes that certificate mandatory on every transfer, and it has to go in with the deed. Old water bill on an inherited house? A grass-cutting charge from the summer it sat empty? Those get settled before you close, not after.
Timing matters here. The code says to apply at least three business days before the sale, the clerk has up to three business days to prepare the certificate, and it's good for only 30 days. The village now takes the application online, and owners, title companies and attorneys can all file it. Apply once your closing date is firm, and it won't expire on you.
No inspection and no village stamp
South Holland doesn't send an inspector out before a sale. The village says it doesn't require or perform property sale inspections, and if a buyer wants one, they hire a private home inspector. That keeps the paperwork lighter than in towns with a mandatory walkthrough.
There's also no village transfer stamp. Title industry listings show South Holland requiring no stamps, only the certificate of payment and a clean slate on village debts. That's worth a quick confirmation with your title company, since a new ordinance could change it.
Built mostly in the 1960s and 1970s
In Census Bureau estimates for 2020 to 2024, 2,818 of South Holland's about 7,730 homes went up in the 1960s and another 1,613 in the 1970s, while about 27 percent are older than 1960. Most of the village is single-family houses, so you're usually pricing against homes much like yours.
Age shows up in the pipes. The village says homes built before the 1960s are more likely to have lead service lines and lead solder, and it's working with the Illinois EPA to replace lead lines. Rentals, foreclosures and village registration
Selling to someone who plans to rent it out? South Holland caps rental units at 10 percent of the homes on any 2020 Census block, and a new owner of a registered rental has to file for a license within 30 days of the transfer. That can narrow the pool of landlord buyers on some blocks.
If you're behind on the mortgage, the village requires lenders, servicers and owners of homes in default or foreclosure to register them, at $300 every six months. The case itself goes to the Circuit Court of Cook County's Mortgage Foreclosure Section, and you keep the right to redeem until the later of 7 months after service or 3 months after judgment, a right that ends before the sale. The honest math on $226,850 in South Holland
Redfin puts South Holland's median sale price at $226,850 for the three months ending August 2026, down 11.9 percent from a year earlier, with homes taking about 83 days to sell. Commission at about 4.9 percent (Clever's Illinois average, updated September 2026) is roughly $11,100. Closing costs near 1.2 percent add about $2,700. The state and Cook County transfer taxes, usually paid by the seller, come to about $227 and $113 here. That's around $14,100 before repairs or unpaid village balances.
Then the taxes. South Holland sits in Thornton Township, and the Clerk puts the village's 2024 average composite rate at about 17.06 percent, up 9.6 percent in a year. Run $226,850 through the Clerk's sample-bill formula (10 percent assessment level, the 3.0355 equalization factor, the $10,000 homeowner exemption) and you get roughly $10,000 a year, or about $2,300 over 83 days. Your real bill may differ. If the property is a fit, a cash buyer may make an offer on it as-is, and you pick the closing date. Listing is a fair choice too, especially for a house in good shape. Just run both numbers first.
