Villa Park skips the transfer stamp and checks your sewer instead
Plenty of DuPage towns sell their own transfer stamp. Villa Park doesn't. The village's utilities page says it plainly: no transfer stamps are required for the sale of your home. The DuPage County Recorder's list of 13 towns with municipal stamps backs that up and Villa Park isn't on it. You still owe the state and county taxes, $0.50 and $0.25 for every $500 of the price, and by Illinois custom the seller usually pays both.
What Villa Park asks for instead is a Certificate of Compliance. Every sale or transfer of title needs one, and it exists to confirm there are no illegal stormwater connections to the sanitary sewer. The fee is $50, paid at Public Works, 11 W. Home Ave., in cash, cashier's check or money order.
What the inspector looks for, and the 30-day window
Section 25-431 of the village code bans tying stormwater into the sanitary sewer. The list includes roof downspouts, exterior foundation drains, yard and patio drains, and sump pump lines that carry rain or groundwater. Under Section 25-431.2, the seller gets the inspection no more than 30 days before the transfer. The buyer can take it over instead, but only if a written contract says so. Nobody can move in until a certificate is issued, and the certificate expires after 30 days if the sale hasn't closed. So time it close to your closing date.
If the inspector finds a sump pump or downspout draining into the sewer, the village has a Home Flood Prevention Reimbursement Program, effective June 1, 2023. It pays half the lowest qualified estimate, up to $1,500, for disconnecting those drains.
Older blocks and a 1958 median
Villa Park grew from two early 1900s subdivisions, and the Villa and Ardmore historic landmark districts cover the oldest blocks.
That history shows in the housing. Census estimates for 2020 to 2024 put the median year built at 1958. Of 8,847 housing units, about 20 percent went up in 1939 or earlier and about 57 percent before 1960. About 76 percent of occupied homes are owner-occupied.
Addison Township or York Township changes your bill
Villa Park sits in two townships, and the tax rate shifts at the line. The DuPage County Clerk's 2025 rate booklet puts the village's main Addison Township tax code at 6.0204 percent and its main York Township code at 7.2571 percent. The grade school district explains the gap: District 4 on the Addison side at 2.0268, District 45 on the York side at 3.3409.
Unpaid 2025 taxes go to the county tax sale starting November 19, 2026, unless certified funds reach the Treasurer before 4:30 p.m. on November 18. The honest math on a $435,000 Villa Park sale
Redfin's data puts Villa Park's median sale price at $435,000 in May 2026, up 9.2 percent from a year earlier, on just 23 sales. The median swings month to month (it was $362,500 in March), so treat it as a rough anchor. Commission at about 4.9 percent (Clever's Illinois average, updated September 2026) is roughly $21,300. Closing costs near 1.2 percent add about $5,200. The state stamp is about $435 and the county stamp about $218, with no village stamp, plus the $50 sewer certificate. That's close to $27,200 before any drain rerouting.
Carrying costs count too. If a $435,000 house were assessed at the statutory one-third and took the $8,000 homestead exemption, the tax would come to roughly $8,200 a year on the Addison side and $9,900 on the York side. That's about $700 to $830 for every month it sits. The market helped sellers in May, with a 43-day median time on market and 56.5 percent of homes going over list. If the property is a fit, a cash buyer may make an offer, and you pick the closing date. A house in good shape may well net more on the open market, and listing is a fine choice. Run both numbers first.
