No city stamp in Lockport, but the water department wants a call
Nine Will County towns make you buy a municipal transfer stamp before the county will record a deed. Lockport isn't on the Recorder's list. So on a Lockport sale, the transfer taxes are the state's 50 cents per $500 of price and Will County's 25 cents per $500. By custom you, the seller, pay both, though the contract can shift that. The deed still needs the state PTAX-203 transfer declaration, which you and the buyer both fill out.
The local step people forget is water. Before closing, call the city Water Department at (815) 838-0549, option 3, and order a final reading. They'll ask for the closing date, where to send the final bill, and who's buying. Make that call the week you sign a contract.
A 2000s building boom, with an older core
Lockport's housing is young. Census estimates for 2020 to 2024 count 10,212 housing units in the city, and about 37 percent of them went up between 2000 and 2009. The older stock is real, though. About 12 percent of homes date to 1939 or earlier, and roughly 21 percent to before 1960.
Roughly a third of Lockport's homes were built before 1980. If yours predates 1978, you owe a buyer the Illinois lead brochure, the federal lead pamphlet and disclosure, and a 10-day window for a lead inspection.
Before you fix up, check two city lists
Inside Lockport's Historic District, a lot of pre-sale fix-up work needs sign-off first. Replacing windows or sashes, adding or removing siding, painting masonry, shutters, trim and fences all need a Certificate of Appropriateness from the Heritage and Architecture Commission. The city won't issue a building permit there until you have one. There's no fee, and painting wood doesn't need review. The commission meets the third Thursday of each month, and the city wants your application at least two weeks before the meeting.
The second list is the water service line inventory. The city's 2024 inventory counted 49 lead lines and 32 galvanized lines needing replacement, out of 9,780 connections, with no unknowns left. By October 2025, 77 remained, and the city's plan expects to replace all of them in 2026, both the city's side and the owner's side. Item 17 of the Illinois disclosure form asks about lead pipes. You only disclose what you actually know, so it helps to know where your address stands.
When a Lockport foreclosure or tax bill lands in Joliet
A foreclosure on a Lockport house is filed in the 12th Judicial Circuit, at the Will County Courthouse in Joliet. Residential cases are reviewed by the county's mandatory mediation program, funded by a $150 fee the lender pays, so taking part costs you nothing. Mediation is usually set 42 to 60 days after filing. Illinois gives you 90 days after service to reinstate, and you can redeem until the later of 7 months from service or 3 months after the judgment. Property taxes run on their own clock. The second installment of 2025 taxes was due September 1, 2026. Pay by October 22 to stay off the published delinquent list, and by 4:30 p.m. on November 30 to keep the bill out of the December 1 tax sale. There's more on both on the Will County page.
The honest math on $373,450
Redfin's tracker put Lockport's median sale price at $373,450 in May 2026, across 30 sales, with a median 54 days on market. Single-family homes ran $417,000 and townhouses $339,000. April was softer, at $342,500. Using $373,450, commission at about 4.9 percent (Clever's Illinois average, updated September 2026) is roughly $18,300. Closing costs near 1.2 percent add about $4,500. The state stamp is about $373 and the county stamp about $187, both customarily yours, and there's no city stamp to add. For carrying costs, census estimates put the median real estate taxes paid by Lockport homeowners at $7,909 a year, about $660 a month. Two months of that brings the total near $25,000, before any repair credits.
A cash sale still pays the stamps and the final water bill. What it can drop is the commission and the repair back-and-forth. If the property is a fit, a cash buyer may make you an offer, and you pick the closing date. With May homes selling for about 100.6 percent of list on average, listing can make real sense here too. Run both numbers before you choose.
